The Circuit Court Clerk’s Office
courteously serves the people of Sullivan County by maintaining court
records and resulting funds in a professional, efficient manner in
accordance with the law of the state of Tennessee and the Federal
Government.
PRIMARY RESPONSIBILITIES:
The Circuit Court Clerk of Sullivan County maintains a Circuit,
Law, General Sessions and Juvenile Court system.
The Clerk’s Office is responsible for the management of all
complaints, petitions, summonses, orders and other documents relating to
lawsuits or criminal actions filed in the court; the collection,
receipt, and accounting for litigation taxes, fines, fees, and
restitutions as ordered by the courts; the issuing of warrants,
executions, subpoenas and other documents as assigned by law; the
preparations of reports to the County and State of Tennessee; and the
disbursement of funds to litigants, the County, and the State of
Tennessee.
The Clerk’s Office is responsible for processing the work of the
Grand Jury, billing for jury and witness fees, maintaining the daily
minutes for all courts of record, cataloging and securing of all
exhibits and preparation of all appeal records for transfer to
appropriate courts.
The Clerk in the General Session and Juvenile Courts schedules all
cases including traffic violations for the court dockets, maintains
paperwork and collects fines and costs relating to the cases.
Child support issues can be both civil and criminal in nature. The
records are maintained by the Clerk in the appropriate court.
The Clerk’s Office keeps a supply of passport applications,
processes completed applications and sends these applications to the
passport agencies for final resolution.

and local rules for all courts can be accessed on the internet at
www.bridgeweb.org.
Passport Information
To better serve you our office has established a guideline of
hours when passports can be processed at each location. In addition to
adhering these times we suggest that expedited needs arrive and have
materials ready before 3pm. Here are the hours for each location.
Blountville 8am - 11:30am and 1:30pm - 4pm
Kingsport 8am - 4pm
Bristol 8am - 4pm
JURY SERVICE
Citizens may receive by mail a
summons for jury service in the Circuit, Law or Criminal Courts. These
prospective jurors are drawn from a current list of Sullivan County
drivers and property owners.
Tennessee Code lists requirements for jurors as United States
citizenship, residency in Sullivan County for twelve months preceding
call for jury service and 18 years of age or older.
Jury service requirements were
amended by the Tennessee Legislature effective January 1, 2009. Reasons
for exemption from jury service are now very stringent but not difficult
if the instructions on the summons are followed.
The Deputy Jury
Coordinator has the authority to excuse persons from jury service prior
to their reporting for orientation. At orientation the Judge of the
court for which the juror is summonsed can excuse jurors from jury
service. Those who are convicted felons, no longer reside in Sullivan
County, have a medical condition that prevents them from serving, self
employed or paid commission only, or served on a jury in the last two
years are exempted with the receipt of the appropriate paperwork.
Jurors may postpone their
service one time, however, if postponement is granted the juror will be
required to serve on the next scheduled date. Requests for
postponement may be achieved by calling the Deputy Jury Coordinator at
423-279-2711. Requests for exemption for other issues such as Medical
excuses, financial hardship information or other documents concerning
jury service can be faxed to 423-323-3741. If you wish to email the

Failure to respond to
a jury summons could result in contempt of court and a penalty up to
five hundred dollars ($500), plus court costs. |
